Testing and Commissioning of CCTV System

Purpose

The purpose of testing and commissioning of CCTV system is to guarantee that the installed system’s performance satisfies the specified design intent through a series of tests and adjustments, as well as to confirm the equipment and system’s appropriate operation following installation.

This procedure shall ensure that the testing & commissioning is executed safely. This also aims to ensure that quality assurance and quality control activities are adopted by contractors in systematic manner in accordance with project requirements.

Access/Egress

Works will be started or carried out only when all associated main contractors’ procedures are completed and by ensuring safe access to work areas will be available through hoist lifts/access ladders to carry out the work where ever main contractor site engineer’s & safety officers’ clearance is available.

Logistics

MEP subcontractor will deploy a dedicated team for the required logistics and material movement in–out of the project.

Responsibilities

Project Manager
The project manager shall be responsible for overall project planning, procurement, technical submissions, and drawing submissions.

The project manager shall coordinate activities within the site team and with the management for the timely completion of activity in accordance with contract requirements.

Construction Manager
The construction manager is responsible for the work execution in compliance with the approved method statement, procedure, HSE risk assessment, project specification, issued for construction drawings, sections, and detail.

Site Engineer
The site engineer is responsible to carry out the work as per approved shop drawings and method statements. He is also responsible to ensure adequate tool kits required for the works are in place prior to the starting of work. The site engineer reports to the construction manager.

The site engineer is responsible to ensure work has been done as per the specification and drawings; inspections are carried out based on ITP and quality control procedures and coordinated with QA/QC department for inspections.

The site engineer is responsible to ensure that all safety precautions are ensured in place and that all personnel on site are using the required personal protective equipment like helmets, gloves, shoes, and reflective jackets. The site engineer in coordination with safety officers will ensure all relevant permissions are taken prior to the commencement of works.

The site engineers shall ensure that the works are supervised by a competent supervisor till the completion of the task.

QA/QC Engineer
The QA/QC engineer will be responsible for overseeing the quality requirements and quality control measures for the project in coordination with the project engineer and construction manager.

Safety Engineer
The HSE officer will be responsible for the safety, health, and environmental aspects on site as per the project safety and environmental requirements/safety standards in coordination with the project engineer and construction manager.

Procedure

1. Site Planning & Preparation

Before installation takes place, the following pre-installation task is essential:

Identify and ensure that pertinent documents (e.g. shop/coordination drawings, method statement) are latest and approved.

Applicable permits shall be applied prior to the commencement of works.

Identify and ensure that the relevant documents such as the construction drawings, project specifications, method statements, etc. are approved.

Check the installed materials are as per the approved material submittal.

Ensure that the installation inspection status is “Approved”.

The electrical connections and loads must be validated before switching on any devices.

Ensure proper earthing is provided.

Ensure all the installations are free from mechanical damage.

Ensure sufficient access is available for future maintenance.

All the devices and cables must be labeled correctly.

Check if the work area is clean and safe.

Works shall not proceed until the last inspection has been entered and recorded

Safe access to work areas shall be provided by the main contractor.

Materials and test equipment shall be moved to the work area in a safe manner and shall not block the site access.

2. Pre-Commissioning

Check all the installations are approved by the consultant as per shop drawings and wiring diagram.

Camera configuration (Standalone)

Check whether the camera location is as per the approved drawing.

Ensure that all cables are installed, terminated, duly tested, and approved.

Check whether all the cameras are connected to the network switch and are accessible.

Using an IP configuration tool change the IP address of each camera as per the approved IP schedule.

Update the camera firmware to the latest that is available from the manufacturer and also check the compatibility with the video management software.

If required change the video settings for the “Live” mode. A camera device driver may be required to be installed on the laptop/workstation to view the live stream of the camera.

Adjust the camera lens to fine-tune the FOV (Field of View) as per the approved drawings.

Note: PTZ cameras do not require lens adjustment.

Servers (Management & Recording) and External Storage Unit

Check whether the location is as per the approved drawing.

Before switching ON any equipment ensure the UPS power supply is available and evenly distributed to avoid overload on the electrical circuit.

Check if the OS, drivers, and other prerequisites are installed on the servers as required.

Check if the connectivity between the servers, storage & network switch is established.

Change the servers & storage IP addresses as per the approved IP schedule.

Ensure the VLAN for the cameras and external storage is configured correctly.

Ensure the servers and storage units are connected and configured to the correct VLAN

Check if the cameras are accessible (by pinging) from the servers.

CCTV-monitoring-the-outside-environment

Check whether the location is as per the approved drawing.

Before switching ON the workstations ensure UPS power is available and evenly distributed to avoid overload on the electrical circuit.

Workstations

Check if the OS, drivers & other prerequisites are installed on the workstations as required.

Check if the connectivity between the workstations and the network switch is established.

Change the workstation’s IP addresses as per the approved IP schedule.

Ensure the workstations are connected and configured to the correct VLAN.

Check if the cameras and servers are accessible (by pinging) from the workstations.

Check if all the displays are connected and configured properly using the graphics adaptor interface.
Check if the PTZ camera joystick keyboard is connected and drivers installed.

3. Commissioning of the System

Complete pre-commissioning checks and confirm the system is ready for commissioning.

Raise a proper work permit for the activity before entering the room.

Ensure all necessary PPE is used for the work.

Commissioning of CCTV System

Commissioning activities shall commence only after successfully carrying out the pre-commissioning tasks.

The required prerequisites (Dot Net and MS SQL) and the video management software shall be installed on the server.

Note: Management software shall be installed on the management servers and recording software shall be installed on the recording servers.

After successfully installing the server software, the first step of programming is to add the cameras to the video management software.

Note: Configuration of all the cameras, recording servers, and their local/virtual drives shall be configured from the management client only.

Add the recording servers and enable their services.

Now add the cameras to the relevant recording servers.

Once the cameras are mapped into the software the next step is to configure the live and recording parameters as per the storage calculations and approvals.

The cameras shall be mapped to a local/virtual drive for recording. The number of recordings and days shall be determined by the project/contract requirements or the regulations if applicable.

Create and configure the user roles/rights for operators, supervisors, and administrators for accessing the system.

Third-party systems shall be integrated as per the project/contract requirements.

The testing procedures for the CCTV system shall be carried out as per the attached Inspection Checklist.

Client Station Configuration:

The client software shall be installed on the client station computer.

Access Levels shall be well defined for the operators, supervisors, and administrators.

Access levels and rights shall be discussed with the end user before configuration.

Camera views shall be created floor-wise, location-wise, or building-wise.

PTZ camera joystick keyboard shall be configured so as to select and control the PTZ cameras.

Training is to be conducted as per the schedule for the operators, supervisors, and administrators.

4. Test and Inspection of the CCTV System

Verify that units and controls are properly installed, connected, and labeled, and that interconnecting wires and terminals are identified.

Align and adjust system and pretest components, wiring, and functions to verify that they comply with specified requirements.

Conduct tests at varying lighting levels, including day and night scenes as applicable. Prepare video-surveillance equipment for acceptance and operational testing as follows:

  • Prepare the equipment list described in the “Informational Submittals” Article.
  • Verify operation of auto-iris lenses.
  • Set back-focus of fixed focal length lenses. At focus set to infinity, simulate nighttime lighting conditions by using a dark glass filter of a density that produces a clear image. Adjust until the image is in focus with and without the filter.
  • Set back-focus of zoom lenses. At focus set to infinity, simulate nighttime lighting conditions by using a dark glass filter of a density that produces a clear image. Additionally, set zoom to a full wide angle and aim the camera at an object 17 to 23 m away. Adjust until the image is in focus from full wide angle to full telephoto, with the filter in place.
  • Set and name all preset positions; consult the owner’s personnel.
  • Set the sensitivity of motion detection.
  • Connect and verify responses to alarms.
  • Verify operation of control-station equipment.

Schedule tests after pretesting have been successfully completed and the system has been in normal functional operation for 14 days, with 10 days notice of test schedule.

Perform operational system tests to verify that system complies with Specifications. Include all modes of system operation.

Training

All required training for stipulated Testing & Commissioning activities are provided to all technical staff for ensuring quality workmanship.

Working Hours

Site operational time shall be followed as per project progress requirements, and all relevant local authority schedules of holidays are to be observed. Comply with regulations regarding Summer Working Hours (Working in direct sunlight during hot weather conditions)

Housekeeping

Working areas will be kept clean by disposing of the waste materials in the designated areas. At the end of the day’s work, the installation supervisor will ensure that the debris is disposed of during the course of the activity on regular basis.

Dust created by work e.g. drilling, of the slab, grinding, and polishing. The area must be isolated/protected by a green net and required additional PPE for the operatives. Any materials stacked on the site shall neither obstruct the emergency evacuation route.
