Scope of Method Statement

The scope of this document includes, but is not limited to the following:

The following is the step-by-step procedure for the installation of light fixtures & wiring devices and accessories.

Prior to installation, it will be ensured that:

All relevant documentation such as (Approved Shop drawings, Checklist, Approved Method Statement, etc.) and the material applicable to a particular section of work will be checked by the Site engineer prior to the commencement of work ensuring that these are of the correct type as reviewed by the Engineer.

Before the commencement of installation, material inspection will be carried out prior to being withdrawn from the storage area i.e. quantity, physical damage, and brand/make.

Before the beginning of the installation, it will be ensured that the approved valid Permit To Work (PTW) is available on site.

The engineer in charge will ensure that approval and standard tools and tackles are available to carry out the work.

Safe Access to work areas will be provided and will be approved by the competent safety person prior to the commencement of work if applicable.

Check the work area tidy and remove flammable materials if any and a safe environment will be ensured.

Where the Risk Assessment identifies high-risk works a permit to work will be obtained from the safety department.

Competent manpower will be employed to carry out the installation work.

Prior to installation, It will be ensured that all the civil works are completed.

Necessary civil clearance will be obtained (if applicable) prior to the start of installation.

Electrical Material Transport

Lighting fixtures & wiring devices and other related accessories will be handled and transported and unloaded at the site strictly as per the manufacturer’s instruction.

After delivery, Items will be inspected for any transport both internal and external components causing damage, in compliance with project specification & materials submittal.

Approved shop drawings will be posted at the workplace for site reference used and installation works.

Delivery and Storage

Materials will be delivered, and storage and equipment handling will be stored as directed in a neat with safety precautionary measures according to the manufacturer’s recommendation and in accordance with the HSE Plan.

Deliveries will be Inspected and handled at the site area according to the given instructed requirements.

Mechanical handling will be considered prior to manual handling.

When materials arrive at the site will be inspected randomly and ensure that the materials are as per approved material submittals.

Any discrepancies, damage, etc. found to the materials will be notified and reported to QA/QC Engineer and Project Engineer for further action.

All the material will be Inspected and approved by the Engineer prior to dispatch to the site and commencement of works.

Materials found not suitable for site use will be removed from the site immediately.

While unloading, shifting, and storage, it will be ensured that there are no damages.

All delivered materials will be inspected on arrival at the site.

All materials will be free from any defects or damages and foreign materials that will result in the inability to install the materials and subsequent deterioration.

Handling of Electrical Materials

All Materials will be delivered to the site by truck/trailer.

All incoming wring Accessories will be off-loaded manually or by forklift (if delivered in big cartons) into the storage area.

On receipt of wiring accessories will be handled and stored in line with the following procedure:

Check all the accessories like sockets, switches, spur outlets, ceiling Rose and etc against the packing list.

Visually inspect the wiring accessories for physical damage.

Ensure all the accessories are delivered with proper screws.

Accessories are stacked as per type in proper store racks.

Any discrepancies, damage, etc found to the materials will be notified and reported to the Electrical QA/QC Engineer.

Materials found not suitable for site use will be removed from the site immediately and moved to the quarantine zone.

On receiving materials at the site, MIR will be raised for Engineer approval.

When placing the bundles/cartons transversely on the forks, make sure that the forks are positioned sufficiently wide apart.

Do not move the bundle/cartons on the truck with the aid of levers or crowbars

Segregate all accessories according to type/size and store them in open racks in the sheltered warehouse.

All the materials will be as per the approved material submittal.

No materials will be permitted to enter the work location without prior inspection and approval.

Material Inspection Request (MIR) will be issued and will be inspected by Engineer and approved prior to dispatch to the site and commencement of works.

Methodology for Installation of Wiring Accessories and General Power System

Wiring Accessories Installation

Wiring accessories include electrical switch socket outlets, industrial sockets, junction boxes, pull boxes, lighting sockets and etc.

A switched/unswitched socket will be installed in locations as indicated on the approved shop drawing.

The industrial-type socket outlet will have a splash-proof cast metal box and hinged spring return plate and the rating will be as indicated in the approved shop drawing as per MEP Project Specification.

The switch spur unit will be installed and rated as per the approved shop drawing.

Switched fused connection units will be double-pole switched with neon indicators and insulated patterns.

Where used as a flexible outlet to an appliance, they will be of the flexible outlet pattern with cable anchoring clamp. Fuses will be provided with each connection unit.

The unswitched fused connection unit will be with neon and flex outlet.

The double pole switch will be rated as per the approved shop drawing, tumbler operated, marked with equipment controlled (i.e. water heater), with red neon pilot light for “on” position as per Project Specification.

All external isolators will have IP65 protection with aluminum alloy or die-cast aluminum housing with a bolt-on drip-proof canopy. Isolators will be de-rated for 50°C ambient temperature. Internal isolators will be IP54 or IP65 depending on the location with polycarbonate housing for non-armored cables as per Project Specification.

Will Provide extension rings to bring outlet boxes flush with a finished surface.

Will install switches in gang-type outlet boxes with ganged cover plates when more than one device is indicated in one location.

All switches will be installed in boxes with adjustable lugs to ensure the front plate is true, and square. Flush boxes will finish flush with the wall surface and overlapping front plates will be used.

All switches will be ampere grid type as indicated in the Shop Drawing as per Project Specification.

Cover plates will be installed after all painting has been completed.

Will provide phase barriers where more than one phase enters a lighting switch, or panel.

All socket outlets will be appropriately switched and shuttered and mounted in a ring or multiple assemblies and will be of the type and rating as specified/ indicated on the approved shop drawings.

Socket outlets will be complete with boxes not less than 35mm deep and the box will have a suitably mounted brass protective conductor terminal as per Project Specification.

Socket outlets installed in flush installations will have overlapping front plates.

Where socket outlets are installed on perimeter paneling, metal frames for panel mounting will be provided.

The earth pin of the socket will be connected to the box earth terminal with a green and yellow PVC-insulated protective conductor. Cover screws are not acceptable for earth continuity.

All external outlets and outlets in the pump room and parking will be weatherproof to IP66 as per project specifications.

Mounting screws will be Stainless steel, with a painted head to match the plating finish.

The ceiling rose will be made of white plastic. The ceiling rose will incorporate tunnel-type terminals with backed-out terminal screws. The ceiling rose will be suitable for mounting over a circular conduit box as per project specifications.

The double pole switch will be fitted with a neon indicator. The double pole switch supplied for the water heaters will be engraved ‘Water Heater’.

The mounting height of the wiring accessories will be as stipulated in the regulations or otherwise approved by the Engineer.

A maximum number of 8 outlets will be permitted in any room and the ring circuit will not extend outside one room.

No socket outlet will be mounted within two meters of any tap, sink, or basin, in any kitchen, cloakroom, etc.

The mounting heights of electrical accessories will be installed as per the approved shop drawing.

Lighting Fixtures

Interior lighting will be carried out by installing conduits within the building structure and walls forming a flush installation as indicated on the design drawings.

In mechanical rooms, electrical switch rooms, and other service and unfinished areas, the installation will be surface mounted as per project specifications.

Projector lighting will be an adjustable high-output LED projector, installed and configured to locations indicated on the approved shop drawing.

The projector lighting’s ingress protection rating will be IP 66.

Ceiling recessed LED luminaire downlight with or without built-in emergency fixtures will be installed and configured to locations indicated on the approved shop drawing.

The ceiling recessed downlight’s ingress protection rating will be IP 20 as per Project Specification.

For linear lighting, the ingress protection rating will be IP 66.

For linear strip lighting, the ingress protection rating will be IP 65.

Lighting fittings will be completed with the suspension system, tubes, ballasts, and accessories as specified and indicated on the approved shop drawing.

Fittings housing, frame, or canopy will be provided for a suitable cover for the fixture opening. Fittings will be installed at mounting heights as indicated on the approved shop/detailed drawing. They will be exactly located after the final layout of the ceiling and other equipment is prepared.

Fittings and/ or fitting outlet boxes will be provided with hangers to adequately support the complete weight of the fitting.

Heat-resistant type lamp holders will be used with flexible cords and enclosed type lighting fittings regardless of the lamp cap position, i.e. cap-up or cap-down.

Lamp holders incorporated in weatherproof fittings will be porcelain or brass. Light fittings will be installed with a plug-in ceiling rose connected through a heat-resistant cable. Fittings installed in damp locations will be totally enclosed and will prevent the ingress of moisture. All metal fittings or metal parts of fittings will be effectively earthed. Fittings installed in positions subject to vibration will be of the anti-vibration type.


Installation of Lighting Fixtures

The installation of light fixtures will be in accordance with applicable reflected ceiling plans and/ or as directed by the Engineer. In equipment rooms, shafts, and similar secondary areas, installation of fixtures will be carried out after the mechanical and other major work is roughed in, and adjust fixture locations as required.

Light fixtures will be supported independently of the ceiling construction complete with all fasteners, framing, and hangers. Fixtures will not be secured to mechanical ductwork or other vibration-producing apparatus unless specifically detailed on the approved shop drawing.

Where fixtures are suspended from the structure, they will utilize self-aligning box covers with an additional ground wire from the outlet through the hanger for continuity of ground.

All the fixture installations will be carefully coordinated with the work of other trades ensuring that the necessary depths and mounting spaces are provided.

GI conduit support will be provided on all suspended fixtures.

The final connection to all luminaries integrated into suspended ceilings will be by means of flexible heat-resisting cable terminated at a plug and sockets ceiling rose mounted in the ceiling. The plug and socket ceiling rose will be located directly above or adjacent (within a proper horizontal distance from the center of the fixture) at the side of the luminaire such that it is readily accessible for disconnection and maintenance as per project specification.

Recess-mounted emergency luminaires are provided with a 3-core LSF flexible cable, fitted with a polarized 3-pin plug top.

Flexible cords will be of sufficient length to enable the luminaire to be connected to a matching plug socket incorporated within the building wiring.

All luminaries of metallic construction will be suitably earthed, the earth wiring being connected by a terminal provided within each fitting specifically for this purpose.

Emergency luminaires and illuminated exit signs are installed and connected to an unswitched active from the adjacent normal lighting circuit.

Where luminaires are suspended, a cable protective conductor will be connected between the fitting and the final sub-circuit wiring installation.

In false ceilings, luminaires whether surface or recessed mounted will not be supported by the false ceiling construction. Separate independent supporting systems will be provided for each luminaire, comprising drop rods, chains, or similar. Luminaires installed in false ceilings will be connected to the lighting circuit using mechanically coupled plug-in ceiling roses.

Self – Contained Emergency Lighting System

The emergency lighting system with a self-contained type will provide life safety and critical branch systems and other light fixtures.

Self-contained emergency luminaires will contain all the relevant components for starting and maintaining the lamp in an emergency situation, including the battery, charger, and control unit.

Emergency luminaires incorporating energy-efficient lamps will contain a mains failure relay and have reverse battery polarity protection.

Will be of the self-contained type with computer monitoring and testing.

Will be sized for 3 hours duration.

Will have reverse battery polarity protection & lamp removal protection.

Where installed inaccessible locations in public areas, it will be protected from damage and easy removal by a clear polycarbonate cover.

Emergency exit luminaires will be cold cathode lamp type as per project specification.

Will be provided with an approved cable or acceptable equivalent, white color cables, and a twisted pair bus cable, linking all luminaires.

Will ensure that the installation is in heavy-duty rigid PVC conduit for recessed light fixtures and GI conduits for surface-mounted light fixtures as per project specifications.

During the installation of an emergency luminaire, it will be ensured that batteries are filled with electrolytes and battery caps are installed correctly.

Charger output will be adjusted for optimum battery performance.

It will be ensured that the connection units to emergency system circuits are with permanent wiring. Cord and plug connections will not be practiced.

Wiring Termination

Will make sure all the wiring installations are completed and the wires will be tested for insulation and continuity test before termination.

Switched socket outlets installed in rooms other than kitchens will be connected using the ring main principle with a maximum of 10 nos.

Each ring main will be connected to its own circuit on the distribution board and will be protected.

Wires will be cut according to the proper length and fix the necessary lugs for the proper termination of the ceiling rose as per the approved shop drawing.

Prior to terminations, it will be ensured that all wires are provided with proper identification ferrule/labels.

The earth will be connected to the base metal box properly and will fix the ceiling rose by pressing or by screws as per the type of accessories.

Prior to the installation of other wiring accessories like sockets, switches, junction boxes and etc, it will be ensured that the preinstallation backboxes are fixed properly aligned with the wall finish.

The alignment of wiring accessories will be checked prior to the completion of installation.

Joints will not be permitted in any final circuit except at socket outlets, switches, ceiling roses, general accessories, and light fittings.

All the switches will be properly covered, and sockets will be properly protected from plaster, paint, mortar, and dirt during construction and decorative/painting works.

Tools and Equipment

The following tools and equipment items have been identified for the installation of wiring accessories and general power system-related works:

  • Hand Tools Box (Spanner set, cutting players, screwdriver set, hammer, hacksaw frame & flat file, cleaning brush, spirit levels)
  • Measuring Tape, and suitable materials
  • Drilling Machine
  • A-Type ladder
  • Mobile-type scaffolding with wheel safety lock
  • Labeling printer

The foremen and engineers who are on-site will ensure that all necessary equipment is available as well as fit and safe prior to the commencement of work.

All Equipment used on the Works will have a valid certificate of operation provided by a recognized licensing authority

Resource Planning – Personnel

Project Manager

The Project Manager (MEP) will be responsible to manage, execute, complete, and handover the construction activities within approved budgets and resources in compliance with Project requirements as specified in Project Specifications. He will be overall in charge of implementing the Method Statement in accordance with QA/QC and HSE requirements.

Responsible for controlling the project’s entire activities & for the overall coordination with the consultant/client.

Ensure that adequate welfare facilities and equipment are provided to the project to avoid injury, health impairment, or damage & to ensure providing quality work within the planned time scale.

All responsibilities are stated in the Project’s Quality Assurance Plan.

Construction Manager

Organize the site so that work is carried out to the required specifications with minimum risk to men, equipment, and materials.

Coordination with different functions of the project.

Expediting areas of concern to achieve project schedule.

Adhere to the project-specific quality management program and HSE requirements.

Delivering the overall works in a safe and timely manner, ensuring conformance with the approved design. Leading the team of engineers and surveyors, guiding them in the delivery of the works. Acquire, allocate, and maintain resources.

QA/QC Manager

Responsible for the work entire quality assurance, quality control & inspection programs.

Produce all quality-related documents & reports necessary as requested by the Owner/Consultant/Engineer.

Provide written procedures & coordinate in formalizing the method statements with the Project Manager/ Construction Managers/Site Engineers to describe the job-specific work for each stage/activity.

All responsibilities are stated in the Project’s Quality Assurance Plan.

QA/QC Engineer

Responsible for the work of entire quality assurance, quality control & inspection programs.

Produce all quality-related documents & necessary quality reports as requested.

Provide written procedures & coordinate in formalizing the method statements with the Construction Manager/Site Engineers to describe the job-specific work for each stage/activity

Will make sure that all the works mentioned in this method statement will carry out in the approved shop drawings and as per the project specification.

Will make sure WIR for all these activities is raised and approved by the consultant and record those documents for testing, commissioning, and handing over the procedure.

Safety Manager

Manage Safety Engineers and Safety Officers to be in strict conformance with project policies and procedures.

Will ensure the safe work method stated in MST is fully implemented during activity.

Responsible for controlling HSE personnel for effective monitoring of work.

Oversee site safety orientations/inductions, toolbox talks, safety training certifications, job site inspections, working at heights, scaffolding tagging systems that are fully functional, rigging, etc.

Report to Project Manager all personal injuries and near-miss incidents (aligned with Safety Engineers / Officers) as well as property damages immediately. Produce investigative reports and summaries for senior management.

Safety Officer

Provide advice and coordination in line with the project HSE Plan, legislation, and standards to workgroups as required/directed.

Input into the preparation and maintenance Risk Register at the project level which will form the basis of risk management on the project.

Monitoring and reporting compliance with the project HSE Plan.

Assist with the implementation and monitoring of project ERP.

Conducting regular HSE inspections and participating in HSE audits.

Reporting as required, HSE incidents, including near-miss events, injuries, and any other HSE issues.

Regularly attending toolbox and other HSE meetings.

Will ensure that the worksite has been examined, and all precautions specified to be taken in the PTW before work commences have in fact been taken.

Will ensure that the works are examined upon completion of the works and the PTW is correctly closed.

Site Engineer

Adheres to the project-specific method statements, procedures, inspection programs & HSE instructions to get the activities performed to Client satisfaction with full coordination with the HSE & Quality personnel.

Responsible to ensure that correct drawings, materials, tools, and equipment are provided on-site.

Liaising with sub-contractors, supervisors, planners, and quantity surveyors sends the general workforce involved in the project.

Responsible for planning the work and efficiently organizing the plan and site facilities in order to meet agreed deadlines.

Site Engineer is responsible to coordinate with QA/QC Team engineers/ inspectors, and for the handover of daily site, progress works report/highlighted drawings & present during inspection/site visit with QA/QC Inspectors & consultant/client.

Electrical Foreman

Performed the activities instructed by the Supervisor/Engineer at the site and follow the safety procedures to make it safe for his workers.

In charge to lead the work execution send the focal point in coordinating with the site Supervisor/Engineer related to overall site activity, materials, tools, and equipment.

Electrical Technician/Electrician

Carry out Installation work as per the concerned foreman’s instructions with all the safety requirements.

The workforce is to attend daily toolbox talks, and morning task brief briefs prior to starting any work on EHS (Environment Health Standard) plans and policies.

Workforce

Carry out their work in such a way that they don’t create for themselves or any other person risk to health safety, and don’t impact the environment to the maximum extent possible or affect the quality of work.

Quality Controls For Method Statement Of Lighting Fixtures And Wirings System

The equipment and instruments used for measurements on-site will be calibrated and certified. The relevant documents will accompany the corresponding equipment and instruments. Necessary internal and external training is provided to the staff carrying out the job to ensure that the quality standards required on the project are met. Skilled and competent personnel are deployed to undertake the job.
